Shenyang Machine Tool officially opened exemption inspection

On July 30, 2014, AQSIQ held a symposium to promote the construction of a demonstration zone for the quality and safety of export industrial products at Shenyang Machine Tool Group Co., Ltd. and conducted discussions on further innovations in import and export commodity management methods and services for foreign trade development.

AQSIQ announced in Shenyang that the Shenyang Export Machine Tool Quality Safety Demonstration Zone has become China's first full-area demonstration-free export industrial product quality and safety demonstration zone, and all 17 export companies in the region enjoy exemption from inspection policies. Since then, the road to exemption from China's export of industrial products has officially departed from Shenyang Machine Tool.

In November 2012, the General Administration of Quality Supervision, Inspection and Quarantine issued the “Guidance Opinion on the Construction of Quality and Safety Demonstration Zone for Exported Industrial Products (Trial)” to make it clear: to give play to the comparative advantages of China’s industries in the global economy and build a group of companies with strong quality management capabilities and products. High quality and safety level, independent innovation ability, outstanding industrial advantages, clear functional positioning, clear agglomeration effect, and powerful radiation-driven export product quality and safety demonstration zone.

Shenyang Machine Tool Group is the leading exporter of industrial products in Liaoning. Liaoning Entry-Exit Inspection and Quarantine Bureau selected the Shenyang machine tool industry cluster and made full use of its unique advantages to build it into an export industrial product demonstration area, a service area economic demonstration area, and an inspection and quarantine system innovation demonstration area. In the process of establishing the demonstration area, Liaoning Entry-Exit Inspection and Quarantine Bureau combined with the industrial structure characteristics of Shenyang Machine Tool, focused on relying on local governments, combined with other departments, played an active role in the industry association, fully utilized the demonstration area to build this experimental field, and gradually formed a demonstration. The three major construction mechanisms, namely, district operation guarantee mechanism, construction department linkage mechanism, and differentiated management step-by-step promotion mechanism, eventually made Shenyang Machine Tool one of the first nine industrial demonstration zones in the country.

After the completion of the Shenyang Export Machine Tool Quality Safety Demonstration Zone, as an “experimental field” for the reform of the inspection and supervision model, export enterprises in the demonstration area will not only enjoy convenient measures in terms of classification supervision, customs clearance, certification and accreditation, but also be able to use immediate release inspections and release. The model enjoys preferential policies such as green channels, direct access and release.
